Mariposa Supervisors to take up budget moves, Grand Jury response and mining plans
The Mariposa County Board of Supervisors is scheduled to meet Tuesday morning for a wide-ranging agenda that includes routine budget actions, health and human services agreements, a formal response to the county grand jury, and afternoon presentations on economic development and mining strategy.
The meeting is set for tomorrow morning at 9 a.m. in the Mariposa County Government Center. Supervisors are expected to begin with roll call, the Pledge of Allegiance, introductions and approval of a 16-item consent agenda before turning to public comment, regular agenda items and a closed session on labor negotiations.
Much of the morning business is scheduled for the consent agenda, where items are typically approved together unless a supervisor or member of the public asks that one be pulled for separate discussion.
The proposed actions include continuing a shelter crisis local emergency in Mariposa, receiving year-end quarterly financial reports for fiscal 2025-26, reviewing July budget actions approved by county administrators, and approving several administrative and departmental changes.
Among the personnel and policy matters, supervisors will consider changing the title of assistant chief probation officer to deputy chief probation officer, converting related probation allocations and eliminating one deputy probation officer I/II allocation.
The board also is scheduled to consider an amendment to the county’s Americans with Disabilities Act grievance procedure that would designate County Counsel as the ADA coordinator.
The consent calendar also includes several funding items that require four-fifths approval: an $80,000 Fire Department budget transfer, a $12,000 increase in Child Welfare Services appropriations, a $5,445 library budget increase tied to a $25,000 California State Library literacy grant, and a $50,000 Planning Department transfer connected to an amended Mariposa Creek Parkway Phase III design-services contract.
Health and Human Services items include proposed actions related to a Strategic Growth Council Community Resilience Center planning grant, Veterans Affairs and Medi-Cal compliance certificates, and agreements with Central California Alliance for Health involving data use and correctional facility screening obligations.
Planning-related consent items include agreements for on-call planning services, grant-writing assistance from the Mariposa Arts Council, and an amendment with Provost and Pritchard that would raise the Mariposa Creek Parkway Phase III contract to an amount not to exceed $1,160,714 and extend the term to Jan. 1, 2028.
Supervisors also are expected to recognize Trisha Jacobs of Watch Duty with a certificate of appreciation for her work in Mariposa County.
On the regular agenda, the board will consider a request to waive penalties accrued by Surakshya Ghimire for non-payment of transient occupancy tax. Supervisors also will consider changes to Department Head Benefits intended to clarify time entry and leave tracking, approve the county’s response to the 2025-26 Grand Jury Final Report, and discuss possible updates to the Board of Supervisors’ Code of Conduct and Ethics Policy at the request of Supervisor Miles Menetrey.
After board information, supervisors are scheduled to meet in closed session with labor negotiator Shelline Bennett regarding two employee organizations: Service Employees International Union and the Mariposa County Managerial and Confidential Organization. The board is expected to report out after the closed session.
The board is scheduled to reconvene at 2 p.m. for three Planning Department presentations: the proposed Mariposa County Economic Strategic Plan, the proposed Mariposa Mining Strategic Plan, and an update on the Mariposa Mining Overview and Program. The meeting is scheduled to adjourn after those presentations.
