Supervisors to consider data center moratorium, 4-H agreement

The Mariposa County Board of Supervisors will consider a temporary moratorium on data center development, a three-year agreement supporting a local 4-H education position and a series of health, housing and public-service contracts when it meets tomorrow.

Tomorrows meeting is scheduled to begin at 9 a.m. in the Board Chambers at the Mariposa County Government Center, 5100 Bullion St.

Among the regular agenda items is an interim urgency ordinance proposed by Supervisor Shannon Poe that would temporarily halt data center development in unincorporated Mariposa County while officials consider possible land-use regulations.

The board also will consider a $284,177 agreement with the Regents of the University of California, on behalf of University of California Cooperative Extension. The agreement would run from Nov. 1, 2026, through Oct. 31, 2029, and provide payroll and related benefits for the county’s 4-H Community Education Specialist.

The consent agenda includes several significant health and human services items. Supervisors will be asked to approve contracts totaling $225,000 each with the El Dorado County Psychiatric Health Facility and Adventist Health Vallejo for inpatient psychiatric services, along with a $200,000 agreement with Adventist Health St. Helena for mental health services.

Another proposal would extend a counseling-services agreement with Jennifer Moore through Oct. 31, 2027, and increase the contract by $40,000, bringing the new total to $80,000. The board also will consider accepting up to $62,000 in state funding for transitional housing, housing navigation and maintenance programs.

Other consent items include a $78,380 agreement with Smith and Newell to complete the county’s fiscal year 2025-26 financial statement audit; a $300,000 multi-year agreement with Friends of the Animal Community for immediate placement services for dogs and cats; and continuation of a local shelter-crisis emergency.

Supervisors also are scheduled to consider appointments and administrative actions, including appointing Amanda Adams to the Historic Sites and Records Preservation Commission, correcting Kristina Rylands’ membership category on the Creative Placemaking Strategy Advisory Committee and proclaiming Oct. 23-31 as Red Ribbon Week.

The board will recess and meet as the Mariposa County Local Transportation Commission to consider an amendment to its fiscal year 2026-27 Overall Work Program. After reconvening, supervisors are scheduled to receive board information and then meet in closed session regarding two existing lawsuits against the county.

The public may attend in person or participate by telephone at 1-929-352-1921 using access code 669 477 966#. Public comments on matters not listed on the agenda are limited to five minutes. Meeting audio also will be streamed online, although the agenda notes that the broadcast may be delayed by one to four minutes.
