Supervisors to consider health funding and moving forward on Missouri Gulch

The Mariposa County Board of Supervisors is scheduled to meet at 9 a.m. Tuesday at the Mariposa County Government Center in the Board Chambers at 5100 Bullion Street, for a regular meeting that includes routine consent-agenda actions, public comment, board recognitions and an afternoon public hearing on a proposed workforce housing project, better known as the Missouri Gulch Workforce Housing Project.

The board’s morning agenda begins with a call to order and roll call, followed by the Pledge of Allegiance, introductions and consideration of the consent agenda. Consent agenda items are generally considered routine or noncontroversial and may be approved in one motion unless a supervisor or member of the public asks that an item be pulled for separate discussion.

Among the consent agenda items, supervisors are scheduled to consider continuing a shelter-crisis local emergency in Mariposa, approving revisions to the paid sick leave policy for extra-help employees, receiving recent budget actions approved in August, and adopting property-tax and school-bond tax-rate resolutions for fiscal year 2026-27.

The consent calendar also includes several recognitions and administrative actions, including a resolution honoring Diane Robarge on her retirement, a proclamation recognizing Sept. 17 through Sept. 23 as Constitution Week, a letter supporting YARTS’ application for federal bus and bus-facility grant funding, appointments and corrections to the Social Services Transportation Advisory Council, and recognition of Dave Conway’s service on the Water Agency Advisory Board.

Health and Human Services Agency items make up a major portion of the consent agenda. The board is expected to consider a $600,000 agreement with Sierra Vista Hospital for inpatient services, accept a three-year Maternal, Child and Adolescent Health grant totaling $274,743.96, accept a three-year California Home Visiting Program grant totaling $1,231,068, and approve several budget transfers within the agency, some requiring four-fifths votes.

Planning-related consent items include authorization to submit an AmeriCorps National Civilian Community Corps application and to allow the Development Services Director to sign related documents if the project is selected.

After any items removed from the consent agenda are addressed, supervisors will hear departmental presentations and take public comment on matters within the board’s jurisdiction that are not listed on the agenda. Speakers are limited to five minutes.

The agenda also includes a board recognition for Janet Gass on her retirement.

Supervisors are scheduled to reconvene at 2 p.m. for planning matters, including a public hearing on the Missouri Gulch Workforce Housing Project. The board is expected to consider a mitigated negative declaration, a general plan, area plan and zoning map amendment, and a major design review application for property at 5158 and 5160 Jones Street in Mariposa.

The board also is expected to consider introducing an ordinance to rezone approximately 3.3 acres from single-family residential and professional office zoning to multi-family residential zoning for the same Jones Street project site.

A separate planning item would authorize the county to apply for and accept, if awarded, a California Strategic Growth Council Transformative Climate Communities Round 6 Implementation Grant and authorize the Development Services Director to execute related documents.
