Supervisors to meet on district attorney vacancy, housing and public services

Board will consider appointing a district attorney, rezoning Jones Street property and approving more than two dozen consent items

The Mariposa County Board of Supervisors will meet at 9 a.m. tomorrow, Oct. 6, at the Mariposa County Government Center in the board chambers at 5100 Bullion Street, for a wide-ranging session highlighted by a public hearing on the county district attorney vacancy, proposed zoning changes and decisions affecting housing, health services, public safety and county operations.

The meeting’s most prominent regular item is a public hearing to consider applicants for appointment to fill the unexpired term of the Mariposa County district attorney.

Supervisors also are scheduled to consider adopting an ordinance updating Title 15.12 of the county addressing code and an ordinance rezoning about 3.3 acres at 5158 and 5160 Jones Street from Single-Family Residential 9,000 and Professional Office to Multi-Family Residential. Mogavero Architects is the applicant for the rezoning, which involves assessor parcel numbers 013-030-006 and 013-030-014.

Other regular business includes a discussion and possible direction on indigent defense in Mariposa County and appointment of a board member as the county’s California State Association of Counties director for the 2026-27 association year.

The board also will consider 25 consent-agenda items, which are generally treated as routine and approved in a single motion unless a supervisor or member of the public asks that an item be considered separately.

Among the consent items are a resolution continuing a shelter-crisis local emergency in Mariposa; immediate changes to the Kitchen Assistant classification; a three-year, $125,784 lease with the 35-A District Agricultural Association for fairgrounds office space used by University of California Cooperative Extension and the county agricultural commissioner; and a three-year, $60,526.81 hosting, software-license and support agreement with QSI 2011 Inc., also known as Questys.

Legal and public-safety matters include agreements with McCormick Barstow LLP for representation in Joshua Skot Keheley v. County of Mariposa and with George Hills Inc. for general-liability claims administration.

The district attorney’s office is seeking authorization to submit a $271,289 Victim Witness Assistance Program grant application and execute the grant agreement if awarded, subject to legal review.

Health and Human Services Agency items include an amended Central California Alliance for Health agreement concerning the housing project at 5123 Jones Street; a $34,830 increase to an agreement with the California Mental Health Services Authority for HEDIS performance measurement; and a second amendment with Native Solutions Family Guidance Center, doing business as TRADE Recovery Center, extending services through June 30, 2027 and adding $200,000 for fiscal year 2026-27, for a total not to exceed $600,000, for inpatient residential withdrawal management.

The board also will consider separate $200,000 agreements with Adventist St. Helena for mental-health services and Adventist Health Vallejo for psychiatric inpatient services; a $1,272 increase, to $15,212, for the 2026 Supplemental Low Income Home Energy Assistance Program; a federal lobbying certification for the Board of State and Community Corrections Cohort 4 JAG Training and Equipment Program grant; and a PG&E easement at 10304 Fiske Road in Coulterville, assessor parcel number 004-200-023.

Additional consent business includes proclamations designating October 2026 as Breast Cancer Awareness Month and Oct. 17 as Mammography Day; extending an agreement with Yosemite Conservancy through Dec. 31, 2026; increasing Coulterville Service Area Fund revenue and appropriations by $9,500, requiring a four-fifths vote; an agreement with El Dorado County for juvenile hall detention and secured youth treatment facility housing and services for Mariposa County youth committed by the Juvenile Court; and an amendment with Permitium LLC for dog-licensing transaction services.

Speakers on non-agenda items are limited to five minutes, and state law generally prevents the board from taking action on matters not posted on the agenda.
